US President Donald Trump announced a 20-point ceasefire plan with Hamas that includes disarmament of the militant group, withdrawal of Israeli forces from Gaza, arrival of a technocratic Palestinian government, deployment of international security forces, and rebuilding of Gaza. The agreement is to be carried out in carefully structured phases.
Hamas announced that it would begin disarming as part of the US-brokered ceasefire signed nine months ago to end the nearly three-year-long conflict between Israel and Gaza. The disarmament agreement marks a potential breakthrough in ending the conflict, though many hurdles, conditions, and long timelines remain.
According to sources with knowledge of the deal, Israel communicated issues with the ceasefire agreement to former British Prime Minister Tony Blair, who is part of the Trump-led Board of Peace. Among the points Israel wanted was freedom to conduct military operations in Gaza.
Israeli officials stated that the Israeli military would not withdraw from Gaza, where it controls more than 60% of the territory, before Hamas disarms. Israel assesses that if it redeploys before Hamas is truly disarmed, Hamas will quickly expand its presence, rebuild its infrastructure, threaten Israeli communities, and potentially carry out another attack similar to October 7, 2023.
Prime Minister Benjamin Netanyahu faces a tough reelection battle scheduled for October, with political opponents accusing him of failing to prevent the October 7, 2023 attack. His far-right coalition partners are urging him to maintain pressure on Hamas and leave Israeli forces in Gaza, making it unlikely Israel will pull back significant forces before the elections.
The ceasefire agreement stipulates that a process to decommission and store heavy weapons, dismantle military production sites and tunnels will begin after the arrival of the Palestinian committee and deployment of international forces. This disarmament process will be linked to a phased Israeli withdrawal from Gaza.
According to the ceasefire agreement, all weapons held by the Hamas-run police will be transferred to the US-backed Palestinian technocratic committee, known as the National Committee for the Administration of Gaza, upon its arrival in Gaza. The timing of the committee's arrival is contingent on other steps in the agreement.
Since the ceasefire was signed last October, Israel has continued conducting strikes in Gaza, stating it targets Hamas and its infrastructure. Overnight between Saturday and Sunday, Israeli strikes killed at least 10 people, including children. A strike on a residential apartment in southern Gaza killed three family members, including a 4-year-old child, according to Nasser hospital.
Israeli government officials stated that their position on disarmament is based on detailed intelligence indicating that Hamas continues to rearm, recruit fighters, and rebuild its military capabilities despite the ceasefire agreement.
Israeli Prime Minister's office spokesperson Doron Spielman told the Associated Press that Israel has shared serious security concerns with the White House regarding the proposed disarmament deal with Hamas. Israel's intelligence assessment is that Hamas remains committed to rebuilding its military rather than genuinely demilitarizing.
A ceasefire agreement was announced by the U.S. President's Peace Council. The agreement stipulates that Israel and Hamas must cease military operations, provides for a progressive withdrawal of Israeli forces from areas under their control in Gaza, and calls for the dismantling of armed groups including Hamas. Hamas confirmed the agreement, though Israel had not officially responded to it.
According to Gaza's Ministry of Health, at least 1,222 Palestinians have been killed in the Gaza Strip since October, with figures deemed reliable by the United Nations. Israeli military reports losing five soldiers and one civilian employee in the same period.
Eight Palestinians were killed in Israeli airstrikes on Gaza during the night of Saturday to Sunday. Multiple residential buildings were struck. Victims included a man and woman killed when an Israeli military helicopter struck an apartment south of Deir al-Balah, one person killed when Israeli forces opened fire in Gaza's old city, and three people including a child killed in a strike on an apartment belonging to the Al-Hams family northwest of Khan Younès. This occurred despite the announcement of a ceasefire agreement.
Eight Palestinians were killed in Israeli airstrikes on Gaza on Saturday, several hours after the ceasefire agreement was announced. An attack targeted a medical supply storage warehouse at al-Aqsa Hospital, destroying two of four medication storage units and damaging two others, as well as an adjacent mobile clinic. Israeli military stated the building was used as a Hamas hideout where weapons were stored.
Gaza's Ministry of Health reported that 152 Palestinians were killed in July 2026, marking the highest monthly death toll since the beginning of the year. This figure is reported by the Gaza Ministry of Health.
Neither Hamas nor Israel gave immediate indication that they had agreed to the disarmament framework announced by Trump. Israel's UN Mission stated it had no immediate comment. Netanyahu's administration has yet to formally respond to the announcement, though US officials said Israel was consulted at every step of negotiations.
Trump's 20-point ceasefire plan calls for Hamas to surrender weapons and destroy its tunnel network, Israeli forces to withdraw from Gaza, arrival of a new technocratic Palestinian government, deployment of an International Stabilization Force to work with a new Palestinian police force, and rebuilding of Gaza after more than two years of war.
Trump's Board of Peace, established in January, is a coalition of 28 countries weighted toward Middle Eastern and smaller or midsize nations, including Israel. The board is tied to a UN-backed, 20-point plan for the stabilization and reconstruction of Gaza.
According to Board of Peace officials, the disarmament process will proceed in carefully structured phases over 200 to 350 days. Gaza police forces are scheduled to hand over weapons to the technocratic Board of Peace-backed Gaza administration within two weeks, though this does not include heavy weaponry or the vast majority of Hamas militants. Heavy weapons surrender and tunnel decommissioning are to follow in later phases.
Israel's retaliatory offensive in Gaza has killed more than 73,000 Palestinians, including those killed after the ceasefire was signed, according to Gaza's Health Ministry. The war began following the Hamas-led attack on southern Israel on October 7, 2023, which killed approximately 1,200 people and resulted in 251 being taken hostage.
