A French parliamentary inquiry commission concluded on Wednesday that the current migration policy at the Franco-British border represents a failure. The commission called for comprehensive renegotiation of existing agreements, which it described as opaque, ineffective, and causing a humanitarian crisis.
According to a parliamentary commission report on the Touquet agreements presented in July 2026, 31 people died at sea in 2025 at the Franco-British border, compared to 78 in 2024. This represents a significant toll from clandestine crossing attempts.
A body was discovered on a beach in Le Touquet, Pas-de-Calais, during the night between Thursday and Friday around 3 AM. The man, aged approximately thirty, is suspected to have been attempting illegal passage to England. His death is believed to be connected to a boat departure that attempted to cross the English Channel clandestinely on Thursday evening. The Boulogne-sur-Mer prosecutor's office opened an investigation for involuntary manslaughter.
According to official statistics from British authorities, 41,472 people reached the United Kingdom clandestinely on makeshift boats in 2025. This represents the second-highest number since these crossings began in 2018.
Two women in their twenties, believed to be of Sudanese origin, died during an illegal crossing attempt of the English Channel near Neufchâtel-Hardelot in the Pas-de-Calais region on Sunday morning. The women were found deceased inside a small boat carrying approximately 82 people. The boat's engine failed to start during the night crossing from Hardelot beach, causing it to drift before eventually beaching on shore.
According to a count based on official French and British sources, at least 29 migrants have died at sea in the English Channel region during 2025.
The deaths represent the third tragedy of this type in the Pas-de-Calais region within one month. On April 1, two migrants died off Gravelines while attempting to reach the United Kingdom. On April 9, four people (two men and two women) died in the Équihen-Plage sector, swept away by currents.
A new three-year Franco-British agreement aimed at reducing illegal Channel crossings was signed on April 23, with increased British financial contribution to support enforcement efforts.
During the incident, seventeen people were rescued by a French maritime gendarmerie rescue vessel and transported to the port of Boulogne-sur-Mer. The remaining 65 people on board the small boat reached the beach. Sixteen people received medical treatment: thirteen in relative urgency and three in absolute urgency, including burn victims, and were evacuated to a hospital.
According to the International Organization for Migration (IOM), approximately 7,900 migrants died or went missing on migration routes worldwide in 2025. This figure represents a slight decrease from the record 9,200 deaths recorded in 2024. The IOM documented this data as part of its annual report on migration deaths.
The IOM attributed the decrease in migrant deaths in 2025 partly to a real reduction in the number of people attempting to use dangerous irregular migration routes, particularly on the American continent. However, the organization noted that the decline was also explained by financial restrictions imposed on humanitarian actors who document migrant deaths on major migration routes.
Since the International Organization for Migration began collecting data in 2014, more than 80,000 migrant deaths and disappearances have been documented on global migration routes. The IOM characterizes this ongoing toll as a continuation and aggravation of a global failure to prevent these avoidable deaths.
As of early 2025, the IOM had already recorded 1,723 people dead or missing on migration routes. This figure was reported in April 2025 and represents the early-year toll on global migration paths.
