Melania Trump said the Oleshky crisis came to her attention during a private discussion at her Fostering the Future Together event in New York during the 81st session of the United Nations General Assembly, held in September 2026.
An estimated 90 percent of Oleshky's territory was flooded following the destruction of the Kakhovka Dam in June 2023.
Kremlin spokesman Dmitry Peskov welcomed Melania Trump's involvement in coordinating the Oleshky humanitarian operation. He said the arrangement builds on agreements between Vladimir Putin and Donald Trump and cited work by Yana Lantratova, Russia's presidential appointee for human rights issues, with her Ukrainian counterpart.
President Donald Trump praised the initiative, saying both sides were cooperating with his wife and that she wants to see children return to their families. He described the ceasefire as negotiated in a particularly difficult area and her work as great.
Ukrainian parliamentary faction head David Arakhamia confirmed a planned operation to unblock Oleshky and its surrounding areas, with the goal of establishing permanent humanitarian corridors for civilian evacuation and aid delivery. He thanked Melania Trump and Pope Leo XIV for their roles.
Under the arrangement, non-military civilian representatives from Russia and Ukraine will visit Oleshky residents in their homes to assess their needs. Residents who wish to evacuate will receive coordinated support and transportation to their preferred destination, either Russia or Ukraine.
Kremlin foreign affairs adviser Yuri Ushakov said Putin agreed in principle to resume trilateral talks with the United States and Ukraine on building a security system for Russia and Ukraine after the conflict ends. The statement followed a meeting between Putin and Steve Witkoff in Moscow.
Residents of Oleshky face severe shortages of food, clean water, electricity, and medical care. Roads leading to the city are mined and dotted with burned-out vehicles, and the city has been without running water and electricity for an extended period.
US envoy Steve Witkoff met Ukrainian President Volodymyr Zelenskyy and other European leaders in Norway on Tuesday. Finnish President Alexander Stubb said after the meeting that he had seen genuine progress.
Oleshky's remaining population is estimated at 1,700 to 2,000 people, mostly elderly residents along with about 50 children. Before Russia's full-scale invasion in February 2022, the city had approximately 24,000 residents. There has been no formal demographic count since 2022.
Melania Trump's office stated that efforts to reunite children separated from their families during the war have helped reunite 34 children with their families, across six reunifications. Her representative used the communication channels established in those efforts for the Oleshky arrangement.
Russia launched attacks against energy infrastructure in different regions of Ukraine, cutting power for about 500,000 people. Russia's Defense Ministry said it intercepted almost 450 Ukrainian drones overnight.
Dmytro Lubinets, Ukraine's human rights ombudsman, who led negotiations on the Ukrainian side, said the humanitarian mission in Oleshky will be carried out in several stages and that Kyiv has begun implementing its part of the agreement. He described the negotiation process as difficult and protracted.
The White House announced a localized ceasefire between Russia and Ukraine in the Russian-occupied city of Oleshky, to begin October 29, 2026. Both sides agreed to temporarily halt all military action in the city to allow humanitarian aid to enter and to prepare a civilian evacuation through a designated safe passageway.
Ukrainian President Volodymyr Zelenskyy said a trilateral meeting involving Ukraine, the United States, and Russia is being planned for the first half of November 2026, potentially at the technical level, with a longer-term goal of talks between leaders.
Zelenskyy said restrictions affecting Ukraine's access to Starlink satellite communications remain in place, despite reports that the problem had been resolved. He said the limitations and delays in interceptor deliveries complicate Ukraine's defense.
Oleshky lies on the Russian-occupied bank of the Dnipro River, opposite the Ukrainian-held regional capital of Kherson. Russian forces have occupied the city since February 2022.
The White House stated that First Lady Melania Trump initiated the discussions and that she and a representative worked directly with Russian and Ukrainian leadership to define the terms of the localized ceasefire in Oleshky.
Zelenskyy said any settlement must prevent Russia from attacking Ukraine again, called for continued American pressure on Russia, and said Europe should be included in the broader discussions. He said Ukraine would need financial support to maintain its army for at least 10 years.
US envoy Steve Witkoff met Russian President Vladimir Putin in Moscow for about three hours. The meeting took place before Witkoff's encounter with Zelenskyy and European leaders in Norway.
